Congress appropriated $4.5 billion to modernize the electric grid as part of the 2009 American Recovery and Reinvestment Act (ARRA), of which over $2 billion has been allocated to grants for advanced metering projects. This paper focuses on the advanced or smart metering component of the Smart Grid vision.
