This document contains the detailed information of the standard IEEE 1453-2004. This recommended practice provides specifications for measurement of voltage fluctuations on electric power systems that cause noticeable illumination changes from lighting equipment (flicker, lamp flicker, or voltage flicker) and recommends acceptable levels for 120 V, 60 Hz and 230 V, 50 Hz AC electric power systems.
