The goal of this document is to identify methodologies for evaluating the technical and financial performance of the Smart Grid Energy Storage Demonstration Projects. This document has two main sections: technical performance validation and economic performance analysis. The technical performance section includes analysis of operability, storage system parameters, as well as tests for identifying system parameters. The economic analysis section looks at as-built costs and recoverable revenue to calculate investment criteria as well as non-recoverable broad-based societal benefits.
