The American Recovery and Reinvestment Act of 2009 (Recovery Act) provides the U.S. Department of Energy with $4.5 billion to modernize the electric power grid and implement Title XIII of the Energy Independence and Security Act of 2007. U.S. Department of Energy is working with several Smart Grid Investment Grant award recipients who are conducting special studies to examine acceptance, retention and response of consumers involved in time-based rate programs that include advanced metering infrastructure and customer systems such as in-home displays and programmable communicating thermostats. These studies are an opportunity to advance the electricity industry’s understanding of consumer behavior through the application of statistically rigorous experimental methods.

Powder River Energy Corporation (PRECorp) is an electric cooperative serving approximately 11,900 customers in a 16,200 square-mile area of rural Wyoming and Montana. Severe weather conditions in PRECorp’s rural and remote service territory present unique challenges in providing reliable electric service to PRECorp’s customers.

Michigan Utility Modernizes Electricity Delivery
With $83.8 million in funding from the U.S. Department of Energy’s (DOE) Smart Grid Investment Grant program (SGIG), Detroit-based DTE Energy (DTE) has been able to significantly increase the scope of its smart grid technology deployment. By July 2012, DTE has installed 725,000 smart meters as well asdistribution automation devices at 11 substations and on 55 circuits.

SGIG Accelerates Grid Modernization in Minnesota
Headquartered in Duluth, Minnesota Power serves approximately 144,000 customers and manages almost 9,000 miles of power lines and over 160 substations. Grid modernization is a top corporate priority and is driven by needs to upgrade the company’s electric distribution and metering systems, load control programs, and customer engagement strategies for improved reliability and energy efficiency, lower costs, and more certain peak demand reductions.

Florida Power & Light (FPL) says maintaining reliable service while keeping rates affordable is “Job One.” While pursuing its mission, FPL is implementing “Energy Smart Florida,” which is the largest and one of the most comprehensive of the U.S. Department of Energy’s Smart Grid Investment Grant projects.

Sioux Valley Energy (SVE) Lowers Peak Demands and Electric Bills
During the summer of 2011, SVE offered critical peak pricing (CPP) to about 600 customers to participate in a pilot program to reduce their electricity consumption on those days and times when hot weather and air conditioner use would normally push SVE into buying more expensive power from suppliers.
